However, in 2016 Molina Health Care became a fierce competitor of Health Net competing on networks and pricing with plans offered through the Covered California.

In 2016 in the area of rates, Molina was cheaper than Health Net in all of its coverage areas with the exception of North Los Angeles County. Molina Healthcare of California offers all the metallic plans including Minimum Coverage, Bronze 60, Silver 70, Gold 80 and Platinum 90 plans. Things are getting shaken up at Molina Health Care. In the last month, the company terminated two top executives from the Molina Family, chief executive J. Mario Molina and his brother, finance chief John Molina. The company blamed this on “disappointing financial performance”. When you put that together with the bold moves Molina Insurance made in California in 2016 (very aggressive pricing, high broker commissions, and rapid gaining of low risk clients leading to RAF penalties), it seems that Molina may have taken a misstep that they are trying to recover from.

From 2016 to 2017 Molina Healthcare increased their Individual and Family Business from 53,000 to 180,000 members. They nearly quadrupled their book of business. Top leaders at Blue Shield of California question whether this was a mistake that could lead to rate increases of around 25% for 2018.

Obamacare rates are going up in 2017. Most states will have rate increases in the double digits. According to leading General Agency / FMO, Health Family Insurance, they have seen nothing in the single digits across the country with regard to average rate increases by state.

Some carriers are raising rates much more than 20%. Blue cross in Texas will have an almost 55% rate increase across the state in 2017 for Obamacare plans. Humana in Michigan will have a price increase of over 50% next year.

The 3 R’s, Risk Adjustment, Reinsurance and Risk Corridors, were put in place to reduce risk for health insurance carriers. However, some changes are happening to Obamacare in 2017; 2 of the 3 R’s are going away. This alone is causing medical plans to file for rate increases.

They offer on-exchange medical plans through state and federal exchanges. That’s their niche, and they have no interest in the off-exchange market. The opportunity for Molina in the Obamacare marketplace is just too great. The three biggest markets for Molina are Florida, Texas and California.
